Become a Minnesota Housing Lending Partner
Minnesota Housing offers several programs for first-time homebuyers and homeowners. To apply for participation in one of our single-family mortgage loan programs, download and/or print Minnesota Housing Single Family Division Contracts and Application forms for the program in which you are interested.
- Minnesota Mortgage Program (MMP): The Minnesota Mortgage Program (MMP) is a first-time homebuyer loan program that helps low to moderate income Minnesotans to buy a home. The program offers affordable, low interest rates to assist households purchasing eligible homes in Minnesota.
- Community Activity Set Aside Program (CASA): CASA is an add-on program for eligible MMP Lending Partners, that provides affordable mortgage financing to support community-based partnerships targeting resources to increase the emerging market homeownership rate and address workforce housing issues. As with the Minnesota Mortgage Program, lenders sell closed loans to Minnesota Housing Master Servicer, US Bank Home Mortgage - MRBP Division, providing income eligible first-time homebuyers with a low, fixed interest rate on their first mortgage and loans for entry cost assistance (downpayment and closing costs).
Entry Cost Assistance Programs
- Homeownership Assistance Fund (HAF): HAF supports the MMP and CASA first-time homebuyer mortgage programs by providing interest-free deferred loans to assist eligible buyers with entry cost assistance and affordability needs.
- HOME Homeowner Entry Loan Program (HOME HELP): HOME HELP is only available with in conjunction with the CASA first mortgage program by providing interest-free deferred loans to assist eligible buyers with entry cost assistance and affordability needs.
Under the programs, lenders originate, process, underwrite, close and fund the loans in accordance with an industry standard secondary market loan product and the Minnesota Mortgage Program Procedural Manual. After closing the loan, the lender sells the loan to the Minnesota Housing Master Servicer, US Bank Home Mortgage - MRBP Division.

Property Preservation Loan Programs
- Fix-up Fund: Minnesota Housing purchases eligible home improvement loans from participating Lending Partners. The loans are originated to low-and moderate-income homeowners designated by Minnesota Housing. Participating Lending Partners will independently process, underwrite, close and fund each loan using normal, prudent underwriting standards, provide their own funds to the borrowers, then sell the loans to Minnesota Housing. The lenders are paid a processing fee per loan, and are reimbursed for the original principal amount of the loan.
- Community Fix-up Fund: An add-on program for eligible Fix-up Fund lending partners and provides and provides affordable financing to support community-based partnerships that target resources. Lenders who work with the Community Fix-up Fund are able to offer a slightly lower interest rate for regular Community Fix-up Fund loans, and the program has options for originating non-prime and discount loans. - Rehabilitation Loan Program (RLP): The Rehabilitation Loan Program (RLP) provides deferred loan financing to low income homeowners needing to rehabilitate their existing resitendial housing for the purpose of improving its safety, livability or energy efficiency. The RLP is a compliment to loan programs available in the private sector and fills the financning gap that exists between homeowners who are able to secure home improvement financing in the private sector and those homeowners who are unable to do so. To the greatest extent possible, given Program loan amounts and available leverage, existing residential housing will be rehabilitated to meet Minnesota Housing's Single Family Rehabilitation Standard (Rehabilitation Standard), thereby ensuring that most or all deficiencies as cited in a property inspection under the Rehabilitation Standard are cured. Homeowners needing assistance of an emergency nature or to address an essential accessibility need will be referred to the Minnesota Housing Emergency & Accessibility Loan Program. Please note, applicants selected to become a lender under RLP will also be approved to participate in the Emergency & Accessibility Loan Program.
