Minnesota Housing funds multi-year operating subsidy grants for properties it has financed. These grants fund the following two types of activities:
Revenue Shortfall: funding to cover the difference between the cost of operating the housing development and rents paid by eligible tenants.
Unique Costs: funding to cover costs unique to the operation of low-income and/or supportive housing (e.g., front desk expenses, tenant services coordination, etc.).
Funding for the operating subsidy program comes from the State-allocated Housing Trust Fund, Minnesota Housing's Ending Long-term Homelessness Initiative Fund (ELHIF) and the Department of Human Services' Housing with Supports for Adults with Serious Mental Illness (HSASMI) funds.
Funding is awarded through the Minnesota Housing's Annual Request for Proposal and an abbreviated process for current grantees; grantees eligible for the abbreviated process will be notified directly by the Agency.
