Section 8 Contract Administration
The following information refers to only Project Based Section 8 Assistance, as distinct from Tenant Based Section 8 Assistance. Minnesota Housing does not administer a Tenant Based Voucher program.
- Project Based means that the rent subsidy stays with the rental unit in the event the tenant moves out.
- Tenant Based means that a local housing authority issues a "Housing Choice Voucher" to a qualifying tenant, which can be used by that tenant in any rental unit where the property owner agrees to participate in the program.

Guidance and tools to facilitate acceptance by HUD's TRACS system of accurate electronic tenant data and vouchers for timely Housing Assistance Payments.
Management: Reviews and Customer Relations
Guidance and tools to facilitate cooperative and efficient Management/Occupancy Reviews, Fair Housing and Equal Opportunity (FHEO) Reviews, and prompt handing of customer concerns (tenants, property owners, management agents or other inquiries).
Special Claims
Guidance and tools to facilitate owner filings of Special Claims for vacancy, damages and unpaid rent.
